Every property owner has to pay property tax too, which is called Onroerende-zaakbelasting (OZB) and is based on the property's official value (WOZ). The government determines the WOZ, usually below the actual market value. It represents a fair way of calculating tax. If you want to be a homeowner in Rotterdam, you must pay 0.0774% of the WOZ value based on the current rates. The WOZ value is revised and updated at the beginning of each year. 

For business properties, the owner and user are both liable to pay property tax at different rates. The user pays 0.2546% and the owner 0.3574% of the WOZ. However, the tax rate for OZB can change each year to meet the prevailing economic conditions and the ability of people to afford it.
